FX 8350, GTX 760 30 fps on bf4!!

Hey guys,
I recently upgraded to fx8350 from my fx4100, i do see improvement but my fps is constantly at 30!! And it rises up to 42 then to 54 then to 62 then goes back to 30.. It makes no sense.. I have some stutters too.

NVM i thought it was default program ^_^, imma see if thsi makes any difference.

Yeah it is only applicable to Windows 7 because core parking is disabled by default in Windows 8. Literally everyone with a multi core CPU has been experiencing that stutter if they haven't already disabled core parking. I 99% guarantee that it will fix it.
