Whats the best gpu I can get for my system power wise?

Solution
well I mean what's your budget? and correction on the price, R9 280x's are out of stock atm so they are more expensive than the GTX 770,

some GTX 770s are also out of stock atm but some pretty good deals are still up

Gigabyte Windforce and MSI Lightning, some of the more reputable models, up for cheaper than the R9 280x you found

Edit: and the R9 270x is a solid card, it's pretty powerful for it's price and would fit very well with the rest of your build :) it's also got a pretty decent cooler, the Sapphire Dual-X's have always been highly reviewed, and furthermore, it's an oddball 4 GB version too, so if you...
GTX 770, they both perform similarly but the R9 280x uses a bit more power usually (it's rated higher for TDP too), so you can get that headroom for your CPU overclocking

with the 770s price drop they are very much worth the money atm, excellent Nvidia software and driver support, neat goodies like shadowplay, etc, and priced only a bit above the R9 280x anyway

Well the dang R9 280x is like 380 on newegg right now so its just a tad overpriced also was considering downgrading a tad to ethier the GTX 760 or the cheaper R9 270x

Wait a R9 270? not a 270x?

well so far I've spent about 680 for far so I like to keep the total cost of the rig below 1000 so about 300 give or take I basically want to be able to run most games out now at high/ultra smoothly and for the next couple years be able to still run games at normal to high settings.

hmm with your requirements, the R9 270x fits the bill well, it's a decent card and actually performs near Radeon HD 7950 levels even though it has an older/less powerful GPU architecture.

However, if you wait for cards to restock, you may be able to find a nice 7970 or R9 280x for around 300 or less too...

I would recommend the R9-280x over the 770. You never know when that extra GB of VRAM would come in handy as games are now using more and more VRAM. Also if you are modding, then the extra GB of RAM really has some serious advantage over the 2GB VRAM.

Take Skyrim for example. Skyrim with high res texture mods can easily go above 2GB VRAM. The upcoming GTA V has some high res textures. Hence it might use just a little above 2GB VRAM. If the situation is going so close now, so in the future the 3GB VRAM would really have some serious advantage.

Hence I would advise you to go for the AMD R9-280x. It is just as powerful as the 770, but is cheaper and has it's own advantages (read as extra GB of VRAM)

Also who says that it costs $380? No! The MSI Twinfrozer model costs only $310. The introductory price of R9-280x is $300 and MSI takes extra $10 for it's awesome cooler. Not a bad deal, if you ask me. Here is the card :
