NOTE: Don't advice for upgrading hardware

I recently bought Assassin's Creed IV Black Flag and it is running okay on some high and some low settings. The problem is the game is giving around 11-15 FPS but with no lags, but will it or not affect my computer hardware
because i play many more modern games with ultra high settings and this game is a bit slow.

Solution
as long as nothing is over heating, don't worry about it.

You didn't give specs, so no one can comment on the performance you just quoted.
Don't advice for upgrading hardware

I guess he didn't give us specs because he knows his computer doesn't meet requirements. Since he's getting only 11-15 fps.

Minimum System Requirements

Operating System: Windows Vista SP2 or Windows 7 SP1 or Windows 8 (both 32/64bit versions)
Processor: Intel Core2Quad Q8400 @ 2.6 GHz or AMD Athlon II X4 620 @ 2.6 GHz
RAM: 2 GB (4 GB recommended)
Video Card: Nvidia Geforce GTX 260 or AMD Radeon HD 4870 (512MB VRAM with shader Model 4.0 or higher)
DirectX 11: DirectX June 2010 Redistributable
Disk Space: 30 GB available space
Sound Card: DirectX Compatible Sound Card with latest drivers
Peripherals: Windows-Compatible keyboard and mouse required, optional controller (Xbox 360 Controller for Windows recommended)

You need to upgrade if you don't meet minimum requirements, if you do, put everything @ low.
If you don have any money, you might want to overclock you cpu.

It's rather normal for Black Flag to run like a retarded chimp. I assume it is fine on the water and in non-dense terrain areas? Even my GTX 780 can drop down to 25 FPS in large cities or dense jungles.

Well, his question wasn't about performance, or looking for advice with it.

his question has been answered.
