Low FPS GW2 with GTX 770 and Haswell 4770K

Hello, I am getting low performance and and frame rate (around 4-15 fps) with EVGA Superclocked GTX 770 and Haswell 4770K. I'm not the most knowledgeable with these type of things, however I find that the performance of gaming is not reflective of the combination of hardware. Here are the rest of my specs:

OS: Windows 7 Ultimate
Memory: 8192MB RAM
System Manufacturer: Gigabyte Technology Co., Ltd.
System Model: Z87-HD3
Card name: NVIDIA GeForce GTX 770
Manufacturer: NVIDIA
Chip type: GeForce GTX 770
Display Memory: 3223 MB
Dedicated Memory: 1994 MB

Furthermore, most of the time even when running games I can't even tell the is computer on, so I don;t believe over heating or stressing is occurring.

Any assistance would be very much appreciated.
 
If by GW2 you mean Guild Wars 2, yeah thats too low. I average 40-60+ on my AMD system in GW2. You should be getting better FPS with Haswell. Definitely something wonky going on.

I'll second Laviniu's ides to do a driver clean and re-install and try again.

Also, GW2 does not like driver settings for AA, AA format, Anisotropic, surface format optimization or tessellation. Try tuning these off or setting your driver to use application settings. That may help.

Alrighty, just updated to 331.93 R331 Game Ready Driver. I believe it installed correctly, however at the end of the installation I got a "Runtime Error..." Anyhow going to test and report results. Will also try tuning the AA, and tessellation settings.

Ok, it seems tuning (very low-very high) in the game settings(resolution included) has little to no effect on the low FPS, the drive update also provided no solution. What next ?

I just uninstalled all nvidia drivers, folders, keys from reg, and anything else nvidia on my computer then reinstalled with the newest driver still no change. 45-55 fps on character selection, and 5-15fps in game and very choppy *sigh* ive hit a big f#$king rock not sure what to do.

With no applications open is hangs around 92 to 97 celcius, and with GW2 open 98 to 100 celcius. Is this normal ?

Well there isn't quite a fan on the CPU theres an Asetek 510LC Liquid Cooling System on the CPU which has tubes connecting to the Radiator and Fan attached to the radiator. I'm guessing the thermal paste would go in between the metal on the cooling layer and the CPU ?
