Keyboard Isn't Responding

I've just built a new computer a week ago, I had some difficulties but nothing serious, it was my first build. I'm noticing an annoying ongoing problem. The USB mouse and PS2 keyboard remains powered after I power off my PC.

It seems the PSU is keeping some parts powered even though I shutdown. The lights on the motherboard are powered, reasonable since my mouse and keyboard's lights are still on. The problem I'm having is with my keyboard. It won't respond when I boot up. The Num Lock light stays on, but I can't type anything. I attempt to unplug it and restart, I plug the keyboard back in and it still doesn't respond. Now, it doesn't have the Num lock light at all.

What I need to do every time is to unplug the power cord from the PSU to finally get the keyboard to work. What is causing this? Is it the keyboard?

I am getting the same thing with my z87-pro board.
After spending some time reading the manual, I came across the feature "USB Charger+".
Basically it powers the USB ports and allows you to charge devices, even when the system is powered down. Of course that means that anything else that is plugged in, like Keyboard and Mouse, will have power too.
So it looks like it is normal. But I am going to keep reading to see if the feature can be disabled when the machine is off.

Found it. In the AI Suite software (the windows utility that ASUS supplies) you can disable the USB Charger+ feature.
