Monitor must be 1080p
Keyboard must be mechanical if possible
Mouse must be a good mouse for first person shooter games, like Counter-Strike: Source
Speakers must have a good bass, as long as they don't have a scratchy sound
Headphones must have not a scratchy sound
Is it possible? I don't know much about peripherals, but if it's too little amount of money, you can raise it about $50-$100.

so you want everything for $300? there are certain concessions to be made (such as sticking with lower end or whatever you can find heavily discounted) however it is possible.

well for starters a 22-23" 1080p monitor is going to cost you at least $110 for something rather low end and $180 for something half decent.
a low end mechanical keyboard is going to cost you at least $60 with some of the well known ones going for $100
a low end gaming mouse is going to cost about $20 with most of the common recommendations at around $50-80
you can get some low end speakers for about $20 but i would suggest something half decent for about $50-60
you can get some low end headphones for $15 but around $50-60 is where you find products which arent...
