So I have my system built, and no matter what I do I can't get my fps any higher than 30 on the lowest settings.

intel Core 2 Quad Q8300 @ 2.50GHz
8.00GB Dual-Channel DDR3
NVIDIA GeForce GT 610 (2GB)

Although my processor isn't great, I should at least be able to play on medium settings.
However, even medium is way to garbage to play on. Does the Hardware really suck that badly?
Or is it true what I heard about battlefield 4 having crap optimization setup.
Thanks for any help you guys can provide in advance.

While yes your processor isn't great, and it would likely bottleneck newer GPUs, your GPU is the problem. Minimizing the bottleneck, I would likely recommend a r9 270x, or a GTX 760 as your CPU might hold you back with higher end cards. Even then your processor will likely hold you back; how much I am uncertain of.

Hi
+1 enemy1g

bf4 need a way better video card (at least a gtx 650 ti)

Although the cpu is ok for minimal settings, you will need a modern quad core to be able to play at medium - high settings.
And yes, the game still needs some optimization. From what I've heard, BF4 works better on AMD cpu's.

Battlefield 4 system requirements

The minimum PC system requirements for Battlefield 4 are expected to be:

Dual core CPU (Intel Core i5 or AMD “Bulldozer”).
At least 4 GB main system memory
Graphics card with at least 512 MB of VRAM and support for DirectX 10
30+ GB of harddrive space
Windows Vista

Recommended system requirements

The recommended PC system requirements for optimal visual quality and frame rates:

Quad core CPU (Intel Core i5 or i7) at 3 Ghz
4 GB memory (8 GB for 64-bit operating systems)
A modern DX11 graphics card with 2+ GB of video memory, GeForce 600 series or Radeon 7000 series
Windows 7 64-bit operating system (Windows 8 is supported as well)
30+ GB of free harddrive space

+1 to all the above the graphics card is not close to a gaming card and I am surprised you can get even 5fps. The processor is fine for medium or maybe even above but the graphics card is terrible.

I wouldn't even give the honor of calling the GT 610 a GPU

And 2GB VRAM for what?
