I recently got 2 580s from my friend and was excited to use them so I put them in, I had been researching for a while to see if my 700 watt psu was enough and people said I should be good, turned on the computer and instantly shut off. Tested the psu and the 12 volt pins are putting out 10. I ordered a new 850 psu and just wanted to know if the rest of my pc is okay and if there are any precautions I should take installing the new psu

Placing an excessive load on the 12volt line should not, by itself, cause any damage but as noted above the proof will be when you plug in the new PSU. The real lesson to be learned here is NOT to listen to unqualified people.

Yeah unfortunately dextermat is right, all you can do is try. However not sure where you were looking at that information, but 700W is not enough for 580 SLI even if it was a good PSU, and no idea what you had. A good 850W PSU should be able to do it though.
