How to set PMW fan speed on boot?

PWM fan speed is controlled based on temperature.
Some systems run the fans fast on start up and then ramp down.
This isn't configurable.
You may be able to change the profile used to adjust fan speed in the bios (quiet mode, performance mode, etc.).
The bios may even allow you to fix the fan speed, but then the fan will be running faster then necessary when the computer isn't doing much.

1) Why do you want to change the BOOT up fan speed?

2) You can't use Speedfan or any other OS based software to adjust the fan speed outside the OS.

3) To adjust fan speed outside the OS you can use UEFI - but the fan speed will vary or stay fixed according to system temps.

4) To adjust fan speed in the OS you can use AI Suite/Thermal radar etc.

5) When the system POSTs, momentarily, the fan speed may be quite low because the code is initializing for the control or the CPU temp is low. If UEFI is giving a low fan speed warning, you can adjust the threshold in UEFI by altering the Fan low limit parameter on the fan header the fan is connected to.
