CPU fan not running

The computer for the most part functions, however it does occasionally freeze up, randomly shut off, etc. Its a bit on the older side. I just opened it up to check to see how many slots i have for RAM add-on when I noticed that the CPU fan isn't spinning or moving at all. All the connections to it look good, however it is horribly dusty.

it is a Zalman quite VGA cooler 2-ball bearing on a Intel Core 2 CPU 6600.
Currently just using the internet it is running at 49 degrees Celsius.

Could this be causing the problem causing the computer to randomly shut down? could it be a major problem? how do I fix it?
 
Solution
Easy fix: get a new fan for the HeatSink that fits the Zalman. Also, smell it and see if its burnt.

Complicated approach: clean everything and then remove the fan (including re-pasting the HeatSink). After doing that, oil it and start it. If it ain't damaged because of the dust, it will start just fine.

Well, dust bunnies usually kill fans for dinner when they gang up on them.
