why is my cpu always running at max core clock speed?

i used to overclock but i stopped due to me changing locations of my computer and not being able to keep cool as easy
but when i go to MSI Afterburner it says im running at max core clock speed. my temps are usually 50 to 63 C .

Because you have Speed step or cool and quiet disabled.

It is BIOS settings Speed step Intel C & Q AMD.

is there any special way to access these BIOS settings or do i just do it from boot like normal?

Just like normally entering BIOS and find the setting.
