MoBo failure after reseating CPU and heatsink?

I was reseating my CPU several times last week due to being unsatisfied with the temperatures of my H80i cooler. When I turned on my PC it wouldn't post and the DRAM_LED was solid red so I checked all connections, cleared the CMOS jumper and battery and reseated the RAM. I was able to finally POST with 1 stick of RAM (I have 4x4) in the first slot and I noticed some strange behavior. When I turn on the PC it will boot up then shut off everything like it's powering down, 1-2 seconds it stays like it's off then it starts booting again and takes a long time on the "Bios window" before finally loading in to windows. It does the same thing every time I restart.

The fans that were connected to my H80i Corsair Link via USB (it has this feature) no longer display their RPM and the LED on the pump doesn't work anymore, you can set this to display temperatures.

I also noticed it took some time to recognize my mouse, at first it wouldn't recognize my mouse in any of the USB slots on the back but for some reason sticking it in a USB 3.0 slot and back into a 2.0 slot worked and it's working now.

I don't have much access to other hardware or other pieces so it's problematic to test for me.

Intel. What makes you think it's the CPU rather than MoBo? Yeah I saw it's very hard to see but I don't think I have any bent pins, I can take some pictures if that would help though.
