Dell laptop wont start up, start up repair doesn't work either?

My Dell, Windows 7 laptop wont start anymore. It worked fine three days ago. I turned it off before I went to bed and the next day after school, I was presented with two options. One, to go to start up launch repair and see if that'll fix the issue, and the other was to just start up as normal. However, when I try to start up normally now ,I am greeted with the blue screen of death with the error "UNMOUNTABLE_BOOT_VOLUME" before it restarts all over again and gives me the two same options to choose from.

I tried start up repair already but I can't get that to work. I'm always greeted with the blue background of Windows 7 and the mouse cursor but that's it. Nothing happens after that. I also tried entering safe mode by holding down the F8 button before the windows starting banner appears but I get a high-pitched beeping that continues until I release the button. Then windows starts up, blue screen of death, laptop restarts, repeat.

How do I fix this issue? I read somewhere about using a Windows 7 repair disc but I don't own one. I also had a similar issue before this where I got the BSOD due to Symantec being a bit buggy but I fixed that by going into safe mode and disabling it from starting on launch up (I think this was it but i'm not sure).
