Wierd issue with Sapphire HD 7850 1 GB

I have a Sapphire HD7850 1GB video card which it give me very poor performance when my PCI-e x16 slot is set to 3.0. When I set to 2.0 I get around 6500 points in 3DMark 11, but under 3.0 the score is around 700 points.
My sytem is:
Xeon E3-1240 v3 at 3,4
16 GB Kingston 1600 RAM
Gigabyte Z87M-D3H mobo
Sapphire HD7850 1 GB video.
Win 7 x64

Anyone experienced similar issue? I should contact the manufacturer? But I don't know if the problem is with the video card or with the motherboard.

Yes there is a huge difference. Also I have screen refresh problems in applications like Photoshop or Illustrator when the port is set to 3.0. At 2.0 everything is just fine.
 
Possible issue with the mobo firmware. If you're getting numbers where the 7850 should be when set to pci-e 2.0, you can let it go if you want. even 8 pci-e 2.0 lanes are enough for a 7850.

If the numbers for you 7850 are low even when set to 2.0; the next step I would take is flashing the mobo firmware to the current version.

The mobo has the latest bios available, F8 for this mobo. I had to made the update since my processor is kind of new and is supported only on the latest bios. I know that a 7850 card will perform almost the same on a 2.0 or 3.0 connection, so I can live with this issue without any regret. I just wanted to clarify why can't use it at 3.0 when both (my mobo and my video card) support it. It took me a while until I figured out to set the PCI connection to 2.0 to get a normal performance. By default the mobo is set to auto and it choose 3.0 so was kind of weird to get those screen refresh problems without any error in the log.

I will try to get answers from the mobo producer or from the video card producer, but could be just a incompatibility between these two pieces.
Anyway I can live with PCI set to 2.0.

Had a chat with the motherboard support and they sent me a beta bios update which it seems to fix my problem.
So the solution is a beta bios called F9a from Gigabyte for this motherboard.
