Just opened a game now and as soon as ai opened it the volume got so loud and almost knocked out my ears, ive got kids using the computer and i dont want anything happening to them. is their a safety feature to reduce the sudden spike when opening an application, and what about even in movies/youtube vids where the volume goes suddenly loud at certain times, i used to know their was some safety feature somewhere to limit it.

Short answer: no.

Unless the computer has control over the speaker volume it would have no way to tell how loud it actually was.

Longer answer: maybe

Someone may have written a program that monitors sounds on a microphone and if too loud lowers volume... but I don't have any info on if this has been done or is available commercially.
