Motherboard not firing

Hi all, Just so you know i am not the most pc literate, I have a desktop with a GA-H61M-D2-B3 motherboard and intel i5 processor, 750w psi, 8gb ddr3 memory 1600mhz and 2x 250gb data 7200 rpm drives..I bought these separately and put it together but it won't fire..i have tested the memory in separate desktop and it works fine…hard drives work ok too…The fans go to spin and then it doesn't fire. i am going out of my mind with this as my previous motherboard i think had an issue with the pci/e slot as i couldn't get a signal.

Hi guys thank you very much for your replies but i think its the brand new PSU i bought. It isn't even firing my dads pc i tried it on same response with all completely different components. Thank you very much though guys appreciate all your advice and help.
