can only log on under secondary user. I know admin password, cause I made myself admin. but now gone

I have a Dell Precision M6300 laptop and running windows xp pro. I was admin, and there were 2 other users accts. I don't know what happened, but now I can only log on under one of the user accts. I cannot change anything. I know the password for the admin, but it wont let me do anything. I have done F8 Safe Mode, F12 Bios, I go to control panel and try to create a new user acct, I cannot do that. I cannot switch users. I have read the forums and have tried (maybe I didn't do something right) but I cannot do anything. I don't even get the welcome screen, I can only enter the user name and password. Any suggestions? Sorry if you have answered, I've tried to research. I would even like to just restore factory setting, but I don't have permission.

I'm not sure if I fully understand, your comments seem to contradict one another:

A) what do you mean by the system not letting you do anything?... is that with the Administrator account?...
If this is the case: Reset the Security permissions to Defaults with "Subinacl"

B) You don't get the Welcome Screen?... does it autologon with the secondary user?...

Thank you for your info. I don't have the CD. I tried to do factory defaults in BIOS, but its not there. You can do it under admin tools, but the system won't let me, cause I'm only logged on under secondary user. I'm going to keep trying. Thank you for your help!

Download Safeboot.zip and extract the file named "SafeBootWinXP.reg" and right click it, and select "Merge"... if it merges successfully in the Registry, it may repair the Safe Mode startup. Try merging SafeBootWinXP with a right click and "Run As" and type the Administrator password.
