How to disable usb power when computer is off?

I have a Asus Maximus VI Formula and when I turn my computer off, it still sends power to all the usb ports, except for my mouse.

I want to turn it off because I want my external HDD to power down completely instead of standby.

I can't find anything in the BIOS to disable this or I just don't know where to look.
 
Solution
usually there is a jumper on the board usually located near the back pannel connectors that when swaped it shuts off all power to the usb ports when the PC is shut down. The downfall to shutting off the USB power is that when sleeping the PC will not wake by a press of the keyboard or mouse. It will turn back on my a press of the power button though.
