2. If it's on DVI and if the BIOS battery is bad, it's possible the BIOS lost the DVI settings and reverted to VGA.
3. It's also possible the monitor is not the problem but the computer's Power Supply. It may not put out enough power to produce video, and the symptoms resemble a bad monitor.
