Gtx 760 - only in 8x 2.0

Hello everyone, this is my first post here, but i frequently come here to learn.

Sadly, i have a problem considering a new gpu i bought.
I have a amd 965BE,
biostar TA770E3
8gb ddr3
and now a PNY GTX 760.

I have done a fresh install of windows on my pc, and when i run gpuz it says the graphic supports pci 3.0 x16, but im only running it at 2.0 x8.

I dont have any other pci slots occupied. i have 650 watts psu., i 've already checked for bios and loaded optimal values.

So im wondering what's wrong? Is gpuz displaying correctly? and if so why isn't my card running on pci 2.0 x16?

I had this happen on one of my rigs once. No matter what I did including reinstalling Windows my GPU was stuck at x8. Then just for the hell of it I went into the BIOS and loaded Optimized Defaults, mainly because I had done everything else, and that fixed it. I am still not sure why it had dropped to x8 or why loading Optimized Defaults fixed it but it did.

That's strange. I wonder if GPU-Z is reading it wrong or if there is something wrong with MB or card?
1) Do you have access to another gfx card you could put in that slot to check with?
2) Do you have the latest BIOS?
3) Do you have the Molex connector plugged into the MB header?

1)I do have acess to a another card, but its a ati hd 5770 HD
2)I do not have the latest bios, as the biostar website doesnt mention anything about pci express updates( but if you think it can help i can update it)
3)Im not sure i know what is a molex connector and the MB header!

...look just below the word "LAN" and you will see a white 4-pin header that accepts aux power in the form of one of the Molex power connectors from your power supply. Is there a cable plugged into this connector on your MB?

I'm running out of ideas. If the slot was dirty or the card edge was, it might not be making proper contact and defaulting to the lower bandwidth. Can you blow out the slot and inspect it? And clean/inspect the card's edge connector? While I've never had that happen, I have read of others having that issue and the problem was dirt/debris in the slot.

hey, sorry for the long time without replying, but im also studying x)

So here's what i did:
I cleaned the edge connector - > nothing
tried other drivers on my gtx 760 - nothing
tried messing up with bios - nothing
- installed my old HD5770 and this was suprising, it was also in 8x pci 2.0, which surprised me.. and which means that probably its a motherboard problem.
Today i updated my bios, and was really hoping it would be resolved but still 8x. lol

so at this moment i am considering, that the motherboard has an internal problem. because i dont really know what to do more

There has to be something wrong with the board. Obviously it can only do 2.0, but there's no reason it shouldn't be running at X16 bandwidth. And your MB doesn't have a 2nd PCIx16 slot, so you can't be in the wrong slot. Apparently the north bridge isn't providing full bandwidth to that slot for some reason.
