Installing new GPU - black screen problem

Just put together a new build. From the start I had problems with installing windows from the disc. If I could get to the install screen, it would start and then go black and fail to install.

After playing with it, I figured it was the GPU (Powercolor AMD 7950). I installed windows without a hitch using onboard gpu.

Now for the current problem:

System works with onboard perfoectly using HD 4000 graphics.

When the GPU is in, right after the motherboard logo (I can access BIOS and all that fine) windows doesn't come up. It just goes black and nothing happens.

I can go to setting and make it boot in safe mode (using onboard gpu) then shutdown, install AMD GPU and start up. When I start up it says it is usin AMD 7900 drivers from microsoft v. 1.2 or something. I don't think that it is AMD catalyst, but idk.

Other notes: I tried to install AMD's drivers while using the onboard gpu and then switching and that did nothing. Not sure if that affects anything.

Anyway. Please help me out here. Idk if the card is dead or if the fact that I am a noob at this stuff is the problem.

Any ideas?

Other info that might be important: I am using HDMI to a hdtv. I don't have a different monitor to test on. And I do not have another computer to test the GPU.

I would, but I just moved for school (part of the reason to get a pc to game with friends). I don't know how I could have messed up the pins. I have XFX PRO 650W XXX ed. It just has the 6/8 PCIe pins connected in series. I put them both in (not the extra two) for each spot.

When I boot with the card in safe mode it uses display adapter: AMD Radeon HD 7900 Series (MS Corp - WDDM v1.20)

I assume this is just an old MS driver that just doesnt work. I tried to install the Newest AMD drivers and I don't see them anywhere. Doesn't help that I am new to windows 8.
