Constant CPU spiking,

EDIT: this happens when the system is idle, as well as when running multiple programs.

My specs are:

Windows 7 home premium 64 bit. Intel i5 760 @ 2.6GHz 8GB DDR3 Fresh install of Windows

Troubleshooting done so far: Tested memory in Windows. No errors found. Updated all drivers using DriverScanner. Some were labelled as "ancient" by the program, but it downloaded and installed all the newest drivers I needed. Went into my bios, reset my system to fail-safe options.

My CPU was previously overclocked. It definitely did not overheat, because I installed a very good cooler on it, and monitored it's temperatures.

It's hard to type this, because every 15 seconds, it spikes to 100% and the computer experiences a short freeze.

Any help would be appreciated.

Actually lets try the basics here:

Instead of watching the spikes, how about you watch Task Manager > Processes (make sure the check bot at the bottom of the panel is checked) and click on CPU. Do you see something spike every so often? Take up the most processing power?

Go to www.filehippo.com and download then run Malwarebyte, do a complete full scan, any hits? What Antivirus are you running? If not also download EITHER Avast! or AVG and do a full scan.

Run MSCONFIG and remove anything unnecessary for booting (like you don't need Adobe checking for updates for example). When the scans are all done reboot see if these help any? Lastly you can reboot into SAFE MODE, do you observe in SAFE MODE this happening? If so, again see...

If not could be something is corrupt in windows and you can try either from Command Prompt (CMD in your RUN) sfc /scannow to see if that fixes anything, or insert the Windows DVD and reboot, select the DVD from the BIOS boot menu, and do a System Repair.
