Help: Upgraded Graphics Card (GeForce GTX 650ti) not booting

I am trying to install a new GeForce GTX650ti card in an off the shelf Gateway DX4375G-UW20 (Windows 8).

Specs that I can get easily are:
AMD A6-5200 quad core processor
Radeon HD 8400 graphics controller
6GB DDR3 RAM
500GB HDD
1 open PCIe 1x16 slot
Windows 8
BIOS P11-A3

The system has an upgraded 600W power supply and works fine without the card installed (using the onboard VGA port), but when I plug the card in and connect the monitor to the new card, all I get is a blank screen. Additionally, there is no beep, and the white power light on the top/front of the cabinet does not light up.

Based on some other posts I've found online I have:

Checked 6 pin power connection (the card and integrated fan operate)
Reseated the card several times
Tried different cables for the monitor (DVI-D both with and without the VGA adapter)
Disabled the onboard graphics driver in safe mode through the Device Manager
Disabled 'secure boot' in BIOS
Set 'Launch CSM' to ALWAYS in BIOS.

I'm unable to load the driver for the card off the CD that came with the card when it is not installed. And I can't alter BIOS when the new card is installed.

Any suggestions?

I don't follow your last two sentences in the last paragraph, but be that as it may.

It could very well be that the card is defective. Or the MB slots is. It happens. Can you try the card in another machine?
