I have already ordered all the parts,so I am hoping to resolve this issue without forking out more money. the parts have yet to arrived. under-clocking could possibly solve this issue, but i want to be able to run all the parts stock to maximize its performance and longevity.

Hello,

The 550W -might- be enough for that system if it's a really top quality PSU but even then, it will be really close and it might not provide enough wattage (r9 290 consumes plenty of power).
You want to have a bit of "free" space to make sure that the system has enough room to work properly, and isn't pushed to it's limits all the time whilst gaming and performing other tasks.
I would recommend getting a 650-750W PSu for that system. The 750W PSU might be a bit overkill, but it gives you more upgrade options down the line.
Here's a couple of suggestions:
http://www.pccasegear.com/index.php?main_page=product_info&cPath=15_226&products_id=16142 Very good power supply which provides excellent power and has had very good reviews.
http://www.pccasegear.com/index.php?main_page=product_info&cPath=15_354&products_id=21240 A very good PSU aswell. Personally, I'm not a big fan of Corsair PSUS as they tend to have coil whine at times but this is Gold Certified and provides 90% efficency. Can't go wrong with that.
http://www.pccasegear.com/index.php?main_page=product_info&cPath=15_972&products_id=20080 If you want to go all out and buy a PSu that is top quality and is made by one of the best PSU makers, here it is. It will give you more than enough power to your system and if you intent to buy another r9 290, this PSU can handle crossfire very easily.

Hope this helps^^
