GTX 650 ti boost lagging

My pc specs below :

CPU : i3 530
RAM : 4Gb DDR3
GPU :GTX 650ti boost
Motherboard : Gigabyte P55-US3L
PSU : 580watts

I can play games such as assassin's creed 4 and Need For spped most wanted 2013 but I only get about 25 to 30 fps and sometimes i can even get 15 fps . I dont think GTX 650 ti boost 's performance is like mine . I have tried increasing my GPU boost clock and memory clock with the Asus GPU tweak but it dosent really make a difference .
What should I do did I buy the wrong graphic card ?

my GPU reach max 70 - 75 degree at 99 percent usage for 2-3 hours in games like BF3 , AC IV
and yes its the peek for it and seem normal anyhow

NO the graphic card is a great choice and can perform about More than you expected ..
looking at your specs your processor might be a bottleneck .
Also depending on settings what you play at what resolution ?
which PSU model is that ?

First of all, at what settings are you playing with?
Second, at what resolution?

If your running max or close to very high and at 1080p then it's pretty much expected that, with a 650ti boost, it's bound to run slow.
I'm running an EVGA GTX760 overclocked and I can't even reach 60 fps in NFS MW.
In Assassin's Creed, I run at 60 Fps, after some tweaking with the read me file as well as new game and video card updates.

You could try lowering your settings and run at lower resolution.
For Assassin's creed, try to search for tweaks to make the game run smoother, that's how I fixed my problem with it.

When I played the AC4 My core clock became 1000Mhz and my gpu became hot like 70 celsius is that normal or I am frying my gpu . But my became super smooth i dont know what i did i got about 30 to 40 fps usually its 12 to 30 fps am I like frying my gpu ?
