GPU Not Working but still Detected !!

Umm okay guys , so im having a trouble here
I just bought a new GPU (this cheap Sappphire Radeon HD 7730 DDR5) and been using it normally for about 1 week.
And then , there's one time when i was watching some videos from youtube , the screen goes black and flickering , but the system didn't freeze , and i figured it was the hardware acceleration and that thing doesnt came back ever again.

And then after a few days , when i was turning on my pc and when this time where we go to the password logging , the screen doesnt show anything and the resolution seems lowered (there's only mouse pointer).
So i restarded it and things went normal after that (this thing always happends now , about in 1 week) but then this is the main problem (i think?)

So , just an hour ago i was playing Batman : Arkham Origins (Just finished beat the crap out of Copperhead) , and then i pressed the alt+f4 (because my father yells at me) and then there's a alert dialog which i skipped
(just when the window came back to the desktop and finished exiting the game , somehow the game was not REALLY EXITING , the tab was still showing my pause interface from the game , but when i close the dialog box its exiting like normal)

And then , weird things happends.
Just now that i turned on my pc again (after handling the black screen problem ) , my windows 7 turned into basic (the resouliton still on 1600x900) then i played a video and there's just the audio that came up.

So i checked my GPU via GPU-Z , its still detected , but the render test wont show the rendering process and the processing sensor of my GPU wont moving (the Fan RPM doesnt moving from 0 , and the clock speed wont increasing) , same as the dxdiag , its shows all things properly.
So i tested it again by launching Assassin's Creed III , but the game wont responding and demanding me to close it *the report was APPHang
And then i launced the Warcraft III (Yeah , yeah im still playing the Old Dota) and there's a report telling my DirectX problem.

Fact of my PC :
-I've a not recommended PSU running at 450w (Planning to changed it in christmas)
-My GPU always runs at 47-58 C
-I still didnt do anything regarding to my GPU (tomshardware was the first thing came up to my mind when something's wrong with my PC)

So here's some of my questions :

-What is the main problem ?

-What is the main problem of my black screen problem ?

-Is my Vga died ?

-How do i fix this ?

-If my PSU is the problem (if my Vga died) do the retailers will still giving me their guarantee ?

Looking forward for the answer , as i am going to searching another answer too ...

Well if the psu is a cheap/chinese/no name, then yes, get a quality 450/500w unit.

Can you list you full setup, so we can judge power usage.

Go into Catalyst Control Center, Preferences > Advanced View

On the left pane, Performance > AMD OverDrive

Enable "Enable Graphics OverDrive"

What are the readings for the GPU clock, memory clock, and Power control settings?
