Not driver conflict since the cards use the same drivers and you did clean install, basically leaves us with just the PSU as a suspect.

and cpu is good for this Video card or not??

PCI Slots 1 x PCIe x16 that's enough for this card?
my PSU 350 watt did you think this is the problem?

it's not agood quality PSU you think that's the problem??
i was have Geforce GT 630 4gb
and i formatted after the new one so it's clean right..
