Cooler Master or Thermaltake for cooling i7 4770? Help me to choose

I want to build a new pc and i do not know what i should choose between:

1st: Cooler Master Seidon 120V Water/Liquid
2nd: Cooler Master Hyper 212 EVO
3rd: Thermaltake NiC F3

First of all is all coolers enough to keep low temperatures?
Which one has the best performance/price? And why i should choose it.

What your opinions about Cooler Master Seidon 120V Water/Liquid? Because that was my first option before i post here. Thanks.

The EVO is plenty up to around 4.4-4.5 unless you're going to be running at that 24/7 or going higher - if so look at the Phanteks or I went with the CM GTS V8
