Hi, I have a dell inspiron 1545. The motherboard's model # is 0G849F. Would I be able to install a PCI-e 2.0 graphics card on it? Thanks in advance.

I was trying to check the motherboard out...then I realized you were talking about a laptop, in which case it is not possible to add a second GPU.
The motherboard doesn't have a PCI-Express slot in the first place. BUT - you might be interested in "external GPUs". They can connect through USB or PCMCIA cards.

My device manager says I have an Intel ICH9 Family PCI Express Root Port 1-5, does that mean I would be able to install a GPU?

No, that refers to the existant gpu of the laptop. It is pretty simple: you cannot add another gpu to your laptop

PCI-Express connectivity (the standard itself) is used to allow connectivity between components.
SATA 6Gbps uses PCI-Express lanes, for instance.
That's why your operating systme detects hardware called PCI-Express...
Intel ICH9 is the Integrated Controller Hub, which deals with SATA/USB, sound and many other functions available on your computer.
