Whats a good build for $800?

My friend will not need anything special, room for upgrades is always available, but he has a budget of $800.00 he said, he also told me he won't be playing huge online games because of his internet, the games he will be playing or more like Bioshock Infinite (maybe), Borderlands2 (maybe), Kerbal Space Program, Euro Truck Sim 2, FSX, etc, he is more of a simulator type gamer. Any build advice would be helpful, use PCPartPicker if you could, if not, who cares. :)
