I recently tried sli 580s on a 700 watt psu the psu burnt out. I got an 850w an still nothing, do I need a new motheboard?

Have you physically removed the graphics cards from the motherboard or just not plugged in the PCI-E power?
Plug in one card and make sure you connect the PCI-E power to it or the PC may not start.
What do you mean by "jumping" the PSU? If it is connected to the motherboard the power button should work.
