PLEASE HELP! I have 8GB RAM but only 3.97GB usable?

Please help! I've exhausted all possible options I know of to try and fix this.

Just switch the ram to a 2 and 4 slots on your Board than, when you start up your pc try to wiggle the ram, not to hard tho just a tad so they seat into place and go to windows and it should appear as full 8 gb than if its normal switch back to a 1 and 3 slots on the MB .
