Cant get GTX 550 ti to stay above 30% usage PLEASE HELP

I bought a really cheap system a while ago not doing any research and had a GT 610 in it. I always thought that it was just a horrible card and I need to upgrade it. Ive been doing alot of research lately and now know that my set isnt good at all. Now recently my brother let me use his gtx 550 ti since he got a better card. In his system with better overall specs it worked great. In mine now it barely hits 30 fps with the lowest settings possible in games like Saints Row 3, Natural Selection 2, and Chivalry. The GPU usage is almost below 30% with some spikes here and there and the CPU usage stays pretty high. I have tried updating motherboard drivers but I dont know what else to try. The only conclusion I can come to off my knowledge is that the CPU is severely bottlenecking it. But I didnt think my CPU was THAT bad. Any help would be appreciated.

Yes, it is most assuredly the little dual core holding back that gfx card. And Bulldozer modules are not quite real dual cores. Each core shares some resources like fetch, decode, L2 cache, floating point scheduler, etc.

What resolution are you gaming at?

This is the upgrades Im actually planning on making when I have the money. But for a CPU Im thinking around $120.
 
The A4-3400 that you have is a very old socket AM1. so you'll indeed need to get a new motherboard.
How about you use the 550Ti in your new system and when you have the money go for the R9 270? That way you don't have to save up all of your money beforehand.
Also, your coolmax power supply is a tier 5 power supply. So I don't advise you to port it to your new system.
However, the new Rosewill power supply you're getting is also a tier 5 power supply. Get their Hive models, or switch to a different brand.
This is the tiered power supply list: Get a PSU from tiers 1, 2a, 2b or 3. Don't go below that.
