Both of those PSUS will have absolutely no problem powering two r9 280x. However, it is a bit of a waste to get a 1200W PSu for those two cards only, unless you have other parts that take a- lot- of power.
I would recommend getting a 850W PSU instead since it will power those two cards without a problem aswell and you will save some money in the process. Even a 750W-800W could do the job but you want to have that little extra space.

Pick one of those and you'll be fine. The Cooler Master Vanguard,Antec HCP and the Seasonic Platinium are the best out of these.
