Need help finding best GPU thats compatable, Cost no Issue.

I have a HP Pavilion HPE h9-1100z Phoenix, specs are at bottom. I wanted to upgrade my graphics to accommodate Total War: Rome II on the best graphics possible as well as last me a while at high performance. I bought an EVGA GeForce GTX 770 ACX Cooling 4GB naively thinking it would just work with my setup. It didn't and I'm told it simply won't be able to with my setup(mainly because of the motherboard). I'm looking for a card that will function with my current specs and be top of the line. So my question is what is the most top of the line card I can put into my system without having to alter anything other than basic software. Any help is greatly appreciated.

GTX 770 is perfect, and is compatible with your motherboard.
My only concern would have been if it will fit in your case, but if you have tried the card then it must fit.
What didn't work?
Did you connect the PCI-E power connectors to the card?
Did you connect the monitor cable to the card rather than the motherboard?

I had everything fit fine in the case, it was indeed tight but it fit in. The issue I had was that when I powered on the computer just sat that the initial HP screen(forgot name) and sat there. The card was getting power everything was plugged in properly. I called EVGA and they basically told me the card just won't work with my HP motherboard. No real explanations from them or online when I looked.
 


You didn't buy the card from HP, so they won't help you.
Try entering the BIOS on startup (should be a key like Delete or F2).
Check for any settings related to the PCI-E slot.
If you can't find it, try restoring default settings in the BIOS.

It does not allow me to access the BIOS at all because while the card was plugged in the computer would not go past the POST. It says I can hit Esc for system details and when you do it takes me to a screen which shows me pc info. EVGA just said it won't because something about HP and Dell motherboards.
 


Unfortunately, buying another card probably won't help.
If there is some compatibility issue, there is no reason to think the same thing wouldn't happen with any other card.

I was assuming the reason for not being compatible because I put a top of the line new card into a machine which has this motherboard specifically. You mean I cannot upgrade my graphics to anything better?
 




Top or bottom of the range all use the same connector and are otherwise compatible with the same motherboards.
HP and Dell tend to sell customised versions of everything even if they are manufactured somewhere else.
They even put some sort of signature on hard drives to prevent you using other drives in their RAID arrays and servers.
It's possible they have deliberately done something so you can only buy a video card from them.
 


There is no reason based the specifications of what you have that the current GTX 770 should not be compatible.
If you buy any other off the shelf graphics card, it probably won't work.
Maybe you could borrow a friends card to confirm.

If HP has some strange compatibility issue specific to their PCs, you need to talk to them.
