laptop screen turns white just as windows screen loads

screen goes white after it boots up, turns white just as windows screen comes up, can see and move the mouse still. screen works fine in safe mode

It's most likely a third-party driver (or an application which installs virtual drivers) you've recently installed. Since third-party drivers are not loaded in safe mode, the problem doesn't occur.

Try to remember what you installed just before the problem started. Uninstall that item in safe mode, then restart.
