Extreme Screen Tearing Please Help

All these years has gone out so well, but today my computer suddenly got infected with screen tearing (pardon me, i am not sure that this disease is screen tearing. make yourself sure by viewing this picture of my desktop - http://www.mediafire.com/view/db7jbyv3l914501/Capture.PNG ) Please help! This fatal cursed screen tearing ruins my game. I tried v-sync but it did not work! (note that the picture of my desktop whose link is provided above is with v sync turned on)

I can't see it in your capture, but I can offer some suggestions.
The fact that the issue is seen on your screen and not in the capture suggests the issue is actually in your screen, not the computer.

Screen tearing occurs when the graphics card redraws the screen faster than the monitor can display it.
This results in lines across the display.
What you have described is not screen tearing.

1. Try turning down the backlight and brightness on your screen.
- These settings should be in your monitor...
