either the new gpu is bad or your psu can't deliver enough power to it. if you have another pc where to try the new card it would help decide...

update:
written on the box

minimum 500w system power supply (with a minimum 12 V current rating of 38A)

my cooler master rs 550 pcar e3

+3.3 V/25A
+5V/25A
+12V1/16A
+12V2/16A
-12V//0.8A
+5VSB/2.5A

i'm using 6 pin pci connector x2 combined to given connector supplied by asus to supply the 8 pin plug on the graphic card

or I should use

one 6 pin pci connector + 2 pin connector directly to graphic card (8 pin)

or it doesn't matter?

if use 12V x2 = 32A

unable to meet the requirement 38A

or how? should i change to new psu?

i've changed the psu to 700w and still unable to install the card.
probably card hardware failure.
sent to asus service centre for warranty. thanks
