After the bios it shows the windows 8 logo then tells me it has run into an error (error is "DRIVER VIOLATION") then it proceeds to restart and do the same thing again. I have attempted to use my install disk, only to get the same error, there is no option to enter any form of safe mode.

Solution

If you have access to another PC capable of burning a disk, try d'loading and creating a Live Ubuntu disk, at least check out your machine for basic functionality.

Sounds like a hardware problem, Windows loading a driver for hardware that is malfunctioning. Have you made any recent Hardware changes?
Guess with a Laptop that's unlikely...when you boot from the install disk how far do you progress? Do you get the Repair option?

Ubuntu works (although it is ridiculously slow compared to my other Ubuntu laptop)

EDIT: I decided to install Ubuntu from there (I used to have a partial install but i never got around to using it) and it had to restart and now it is able to boot properly (i don't know why)
