Computer crashing - not grounded?

Just moved in with my girlfriend and plugged in my computer directly to the wall from the power supply and nothing...Tried the other plug on the same outlet and it worked, however lately I've been noticing my screen sometimes goes white with artifacts and is totally frozen. I'm guessing this could be because the outlet isn't properly grounded? And I've noticed also it's ridiculously dry and staticy in here, mostly I get up and come back and the computer is down, well I just noticed the dog was near when it happened and he gives off shocks constantly. So static - bad outlet = freezing/crashing?

I guess the solution would be to switch to another outlet?

Yeah, I checked everything over and made sure it was all connected properly when it first didn't start up - turns out it was just the one plug. Will try another outlet. Time to dig through boxes to find all my extension cords lol ugh
