What is the most capable video card that does not require additional power? Have a PCI Express 3.0 x16 slot available and a 450w PS.

Nope - the R7 250 is considerably weaker than the less-expensive HD 7750. http://www.newegg.com/Product/Product.aspx?Item=N82E16814161403

The 7750 is about 50% faster than the R7 250. The R7 260 just launched but requires additional power. Unless they make a 250X it looks like this generation from AMD will not surpass the 7750 and nVidia seems to have little interest in that market segment.

Addendum: The new fastest graphics card that requires no additional power connection is the GTX 750 Ti. And it's twice as fast as the HD 7750.
