Can you install windows 7 from a USB on to a computer without an operating system? or has to be with a CD?

Trying to install windows 7 onto a computer I'm building, rather than booting from CD, or installing from CD, If If I have the installer on a USB will it still work?, if yes do I need any special criteria for it? such as specific directory name or structure?
 
Yes you can install windows from an bootable image on a USB drive. If you can create the image of the windows install disc on the USB, then you shouldn't need to modify anything about the file structure or the USB drive itself as long as you have a boot from USB option in your bios.

Do I use Daemon tool to create an Image?, and can you find out for me if ASUS® M5A97 motherboard has that bios configuration available ?

Yes, you can but it is not as straight forward as just copying files to USB.
