dolby headphone "5.1 or 7.1" ?

here is part of the article on Dolby's web site :

If dolby headphone delivers up to 7.1 channel surround sound over any headphones, then why on the second paragraph it says it creates the sensation of up to five speakers ?

doesn't 7.1 mean 7 speakers ?

here's my understanding :

DH turns 5.1 to virtual 5.1 , 7.1 to virtual 7.1 and with Pro Logic IIx 5.1 to 7.1 to virtual 7.1 ....... am i correct ?
