POST loop- overclocking failed

I finished assembling hardware for the new Asus Z87 Pro and 4770K build. First time I started it- it went trough the post with 3 attempts to start- then it said- no keyboard detected (there was no keyboard connected). I connected the keyboard, pressed F1 as it told me and it loaded BIOS.

I have 8 Gb (4x4) G-Skill Ripjaw 1866 MHz memory which was showing running at 1600 MHz. I enabled XMP profile #1 it showed all expected numbers. I turned the build off to connect Led Indicators, Stop/Reset buttons.

When I started again with all USB 2 and USB 3 connected, the computer went in to the POST loop. (It has no motherboard speaker, so no beep). It would just attempt to start over and over and over and over, not making it to the BIOS. Nothing on monitor, I just hear fans (including CPU fan) starting and stopping, red light appearing by the memory for a second, and continuing with the loop. I turned it off. Last thing I was able to see on the monitor was the black with white text screen it usually briefly shows before BIOS, where it said before, no keyboard detected, this time- it said- "Overclocking failed. Please, press F1 to enter set up".

I did not have anything overclocked, other than XMP profile #1. The memory has specs to run at 1.5 V at 18666 MHz, and this is what profile shows. I do not understand what it wants. I restarted and this time it did not go in to the loop. But it concerns me as it was auto-restarting first time about 3 times and then went on, and this time was not able to enter BIOS, so I would not know when it would fail again. I will be starting it again shortly.

Yep, it is doing it again. Have brief red light near RAM, it keeps restarting, nothing on the monitor- not even blink, and I can not stop the loop by pressing "On/Off" button- have to turn the PSU off.
 
Solution
Hello... connect only to USB2 ports mice/keyboard... USB3 is a Windows driver device... clear the CMOS or boot with one stick of memory for the BIO's to reset your previous memory settings.

Thank you for your reply. I can change the settings in BIOS as I can enter the BIOS as it did it when I started it first today, but now it is not doing it. I did not reset XMP profile or previous memory configurations. First time today I started it- I was using the Start/Power button on the case. It went in to the loop. I disconnected the little connectors "Power, Reset, HDD Led" and so on and used Motherboard's power button. I thought- the case's power button has shortage or I set wrong +- connections, but now it starts and resets in to the BIOS normally. Now I can not figure out how to make it stock again, so I can diagnose it. Should I proceed with Windows installation? I would not know when the problem would reappear.

I am using XMP on my other Asus motherboard build as Corsair Vengeance Pro runs at 1333 by default and requires XMP to run at 1600. This evil thing supposed to run at 18666 (lol) with XMP- without XMP, it would run at 1600. I would let it if it wants to, but now it starts, so it CAN, I dont know what it wants.

Now- this is not cool. I started installing the Windows, and while I was entering the key, it went suddenly off and started the loop. I dont think the installation actually began- it asked for the language and there was "Install Now" button, but then it asked for the key and I was entering it. I can not have it shut down during the installation. Wow. I did not know- it can actually shut down like that when it already started. I guess my next step would be to disable XMP...
