Crossfire running at low gpu usage. please help

Hey. I have just gotten myself a r9 280x TOXIC by sapphire to use in crossfire with my 7970 GHz, but when i play games (i.e BF4, Tomb Raider, other newer games) the gpu usages are somewhere between 40-0 or 25-25. the cards are never passing 50%. this was no problem when i was running a single card. my cpu is running at 85%. it is a 3570k. could this be bottlenecking the crossfire?

and yes. I have all the app profiles, drivers, activated CF, etc.

No the CPU is not bottlenecking the GPU for sure, cause the CPU usage is 85%. And you have to use same cards to Crossfire. We all know that 280x is a rebranded 7970, but still it wont work in Crossfire.

Hm i have read alot of articles saying that they WILL crossfire since they both run Tahiti OS. but they could be wrong. thanks for the help :)
