PSU starts up then stops

Hey guys, it is my first time building a system and I thought all was going well, I was scared of this happening, as it has to other people, but the power supply starts for about 1.5 seconds and then turns off, while the cpu/heatsink continues to run. The light on the motherboard is amber and stays amber whether it is on or off (unless I take out the power plug obviously). I checked and rechecked the wires, the 4/8 pin 12V is in and so is the 24 pin connector to the motherboard. Any suggestions? Could it be a faulty PSU?

By the way, since I cannot get the system to start up, windows 8 has not been installed and I get no signal from my monitor. I had also used this PSU in my Dell XPS 8100 and it was working perfectly. Now when I put it in my new system it does not want to work. Please help!

Never mind, it turns out the HX 750 stops spinning if it is not needed. I had plugged the VGA cable into the motherboard instead of my R9 290X graphics card and once I switched it all is well now. Sorry.
