Mouse Movement is Jerky/Grid like

I am currently experiencing Problems with my new PC. The mouse seems to be moving on a grid (or just very jerky). I thought it was a Gpu problem but when i plug in a Game pad, like a Ps3 controller, the problem goes away.

Here are my specs and a list of things I've tried
-Different mouse x2
-Different pad
-New drivers for mouse and graphic card
-Using PS/2 and USB ports
-Trying all the USB ports
-5 different games
-Different game resolutions
-Different Gpu drivers
-Mouse on a Different computer

Specs:
-Gigabyte R9 280x
-AMD FX 6300
-Sea-sonic 650W PSU
-ASUS M5A97 MotherBoard
-1Tb Seagate Hard drive
-Ripjaws ddr3 1600 8gb ram
-Rat 3 mouse

Try this option and see if it works.
Go to control panel>Hardware and Sound>Mouse
Click on the pointers tab, then click on Use Default, Hit apply and OK.

Nope, no luck. I tried re-downloading that patch and even manually adding games like it says, but that had no success.

The ones you suggested? Yes. I also disabled the acceleration and whatnot, but it had no effect.

Try this
Control Panel>Hardware and Sound>Mouse
Click Pointer Options Tab
Enable , Display Pointer Trails (leave it at long), hit apply and OK

Thank you for referring me back to the windows 8.1 patch, that was the problem. You now have to go into the registry and manually edit new files into it to stop it. That's so ridiculous i could almost cry about it. Now i have to go about entering in 10 games to the stupid thing. Thanks for all the help.

(P.S. Make sure you add the total .exe file into the source or it will not work for example: "C:\Program Files (x86)\Steam\SteamApps\common\PlanetSide 2\LaunchPad.exe")

Meh 10 games to edit is okay, when you have 100 or more games, then it's something to cry about. :p
