its hard to say its fine but 700W and more is required, the R9 290 needs 600W, im not sure if your whole system could be fine with 50W, idk man give it a shot and see how it works, if it messes up return the GPU or upgrade ur PSU, hope I this was helpful

A single card? Yes; a 650w is enough power for an R9-290... a lot of people will recommend a 700w PSU to be safe, but that's only really needed if you're going to have four or five hard drives and two dozen case fans running at all times, and even then, it factors in space for overclocking headroom. 650w should be enough.

For two 290's, I'd say 800w is a good number, but I doubt many people have that much money to dump into their graphics subsystem alone.
 


The graphics card alone consumes up to 300W. The whole system should be fine with that Corsar 650W.
 
Your title is badly written. Please change to something like "Corsair 650W good for R9 290?"
and yes, the 650 W psu should be enough for a single card, but I'd be a little worried if you want to go crossfire(The card draws 23A at full load, so 46A for the cards alone. That leaves only 4A for the rest of your system). For crossfire, go for 750W.
