Bad PSU or CPU? Self Built System.

I built a computer about two years ago with the following hardware:

ASUS M4A87TD EVO Mother Board
Diablo Tech DA series 600W ATX PSU
hard drive - 1 TB 7200 RPM SATA III (6gb/s)
GPU XFX Radeon 5770
Processor - AMD 555 3.2 dual core (unlocked to 4 cores)
RAM - ADATA XPG 4GB (2x2GB) DDR3 1600
DVD burner - LITE-ON 24X

The standby LED is on and my core-unlocker LED is on.

About 6 months ago I started experiencing startup problems. When I hit the power button I would get a quick flash from the front panel LED and the fans would spin for a short moment, but the computer would not boot. The on-board LEDs listed above would still remain on, but nothing else would happen. I then would turn off the power supply from the back of the computer, unplug the power supply, wait a few seconds, plug it back in, turn on the psu and then try to hit the front-panel power switch again. I generally would have to do this 2-3 times to get the computer to engage and fully boot up.

As time went on I had to repeat this process more and more to get my computer to boot up. Last week it took me nearly 20 times to get my computer to start. Today I am unable to get it to start at all.

I believe it is related to the CPU, either the power being fed to the CPU or the CPU itself. The reason I think this is because when I disconnect the power from the CPU I get the same results as I do when the power is connected.

What can I do to determine if it is the CPU or the Power supply that is causing the issue?

Could it possibly be something else?

Hard drives and memory can die slow. I would bet on hard drive. Are there any abnormal sounds? Any blue or black screens? When on black screen, read what it says when it boots. It should list your hard drive, see if it says anything about it. Also can be memory.

I can't get my computer to fully turn on. I can get to any screens. The green HDD activity light, mouse laser, fans, and keyboard LEDs only flash on for a short moment when I hit the power button, but the computer never fully engages and turns on.

The motherboard is receiving power since the on-board LEDs are continually lit.

In the past I was able to get the computer to engage after numerous tries. Once the computer turns on, there are no other problems. I just can't get the computer to fully turn on right now.

How can I test to see if my processor or PSU is the part that is malfunctioning? I am 99% sure it is one of these parts that is defective.
