GSkill - Decision Between RAM Sets

Hello

I'm deciding on upgrading my RAM and am unsure to which set would be optimal for purchase.

My current relevant computer specs are:
i5-3570K
Asus P8Z77-V PRO

Now I'm thinking of installing 32GB of RAM, despite its unnecessary, but am not confident in whether I should compromise RAM speeds with RAM latency.

Two sets of RAM I have contemplated are: the F3-1866C9Q-32GXM and the F3-1600C7Q-32GTX.

Now the latter of both choices holds a 1600MHz RAM speed, and a 7-8-8-24-2N CAS Latency, of which I've heard is prevalent in higher tier RAM sets. Whereas the former option yields 1866MHz RAM speeds and a 9-10-9-28-2N CAS Latency. Both of the sets are also workable in Dual Channel which is fitted for my motherboard.

Now I've heard such trinkets are entirely negligible, but for these circumstances which of either sets will be optimum, taken that they are identical in price at my vendor?

What if I told you that both the sets were identical in price?

And at that, if the RAM speed differences are unnoticeable, the RAM latencies will be as well right?
